A claim that has not implicit or explicit data or warrant is an assertion. Assertions may be controversial, but are not considered arguments because the author offers no reason for adherence.

Congressman Souder, from Indiana, does not argue about the medicinal value (or lack thereof) of marijuana, he simply asserts that there is none.
