It is not enough to deserve something to have a right to take it
The law does not aim to compensate good Samaritans, or to ensure that buskers are rewarded, or in general to ensure anyone is rewarded for work they personally decide to do. In general, the law only aims to ensure people receive compensation where there is a contract for it.
