Forms of life incapable of self-regulation needs discipline/punishment
Some forms of life may be incapable of regulating themselves, they may be recalcitrant or intransigent and require punishment and correction. At the extreme some forms of life may come to be seen as inimical to the preferred modes of life and have to be eliminated (e.g. race, poverty)
