Why are the disabled the deserving poor?
According to Dinitto people with disabilities face a number of obstacles in achieving independence. They are the ones who need the most assistance and receive the most of the Federal benefits.
DiNitto is saying that the disabled are the deserving poor, and the ones who need the money from SSI. They need the most attention from the government. They can't do certain things like work and things of that sort. So they could use the extra compensation from the government.

I think that this is true. They need the government money in order to be able to pay their bills since they are limited to working. Its not that they can't work some of the disabilities restrict certain things that they can do. They are the deserving poor in my eyes because of the restrictions on their lives.
