The aim of this panel was to focus on developments in eGovernment from three perspectives: EU, Spanish Government and industry. All three agreed that the key priority is to follow the Malmo Ministerial Declaration and that the EU Action Plan is a key instrument to do so. The Spanish Government is preparing its own Action Plan which will fully mirror the EU Action Plan. The panellists also touched on the subject of measuring progress. All agree it is difficult but necessary to do so. The speaker from CISCO stated that governments and the EC do not always measure what needs to be measured. According to her the public sector is still too focused on inputs and outputs, whereas the private sector focuses on outcomes.
