Create clear points of contact for National / Regional guidelines and support / access to finance Stimulate demand growth through co-ordinated campaigns Clear statement / models for ownership of the network (combined public/ private / user ownership) Support standardisation and interoperability of platforms and technologies Open up and aggregate public sector infrastructures. – build on the “co-operative” structure.
