e-ID and e-Signatures are key assets for the digital single market. Live demos of current EU pilots will kick off the brainstorming on how eID and e-Signatures can work in practice and what is needed to enhance their cross-border use.
This workshop is related to Digital Agenda action 8 and action 83 and Key Actions 3 and 16.
Draft Programme
Electronic identification and eSignatures are key assets for the digital single market. Live demos of pilots developed by Large Scale Pilots STORK, PEPPOL and SPOCS will kick off the brainstorming on how eID and eSignatures can be used in practice throughout Europe and for different areas. The feedback from the audience on their usability and missing aspects will introduce the first session dedicated to the citizen/consumer and business perspective. From the business' point of view take up of eID and eSignatures is one of the core issues to be discussed. eID key aspects such as the cross-border and cross-sector use, liability and the free access to authentication need to be considered. The identification of stumbling blocks to mutual recognition of eIDs across Europe should help both, to fill current gaps and to analyse the elements needed to ensure their EU-wide use. The question whether all citizens should have a right to have an eID issued and possible alternatives will be also a topic. Policy options for eID and eSignatures will be discussed in session 2. Representatives of European institutions will have their say on possible legislative measures to ensure trust, security and data protection. Benefits for the civil society and challenges to be faced need also to be addressed. Legislative measures have to take into account also of the local dimension for which a right balance have to be found between a bottom up and top down approach. At discussion will be also data protection - for some perceived as a barrier for eID and eSignatures for others an asset.
