A16: Code of EU online rights
Issue a Code of EU Online Rights by 2012 that summarises existing digital user rights in the EU, complemented by an annual sweep of breaches of online consumer protection law and appropriate enforcement measures, in coordination with the European Network of Consumer Protection Agencies.

What is the EU problem? Lack of consumer trust

Today, consumers do not entirely trust cyberspace. Consequently, they are often afraid to take advantage of online services. Consumers will not shop online if they feel their rights are not protected.

Why is EU action needed? To develop the Digital Single Market

To boost consumer confidence in online transactions, the European Commission will issue a clear and accessible code that summarises the digital rights of citizens in the online world.

What will the European Commission do?

In 2010/2011:

  • Launch a broad-based stakeholder forum inviting interested parties (consumer groups, ICT sector, and general retail/commercial representatives) to discuss the possibilities of creating such code.

In 2012:

  • Launch the new Code and monitor its impact.

This action is closely related to action 9, action 13, action 14 and action 15, which also focus on consumers' rights online.
