Building a conscious robot is simply a matter of building a machine that monitors its own internal activities—this generates a conscious feeling—and that scans the results of those monitorings—this generates awareness of the feeling.
There are three levels: the internal activity, the first-level scanning, and the second-level scanning.
Both consciousness and the ability to learn are made possible by the two scanning levels.
