State Department isn't always as effective as USIP
Secretary of State Hillary Clinton: "Sometimes the U.S. government …is not as effective as one of our teams from USIP or NDI and IRI… [The Institute] fills a real place in our whole arsenal."

During a House Appropriations Subcommittee hearing on 10 March 2011, Secretary of State Hillary Clinton said:

“The Institute of Peace is a not for profit institution formed by the congress to operationalize American’s commitment to peace by working with like minded institutions around the world. You know, sometimes the U.S. government …is not as effective as one of our teams from USIP or NDI and IRI… [The Institute] fills a real place in our whole arsenal."
