Hamas failing in legal duties to civilians
Under international law Hamas must take all feasible precautions to avoid civilian harm and is prohibited from targeting civilians, or launching indiscriminate attacks or attacks that would cause disproportionate harm to civilians compared to the expected military advantage. Hamas fails to do so.
