Man in room not in position to judge
Whether the room as a whole understands Chinese has nothing to do with the opinion of a homunculus within it. The man's perspective offers no evidence about the system as a whole and is irrelevant for determining whether the system has mentality.
Richard Double, 1983.

Homunculus: Literally, "little man". In philosophy, a homunculus generally refers to a fictional person, agent, or being used to make some philosophical point.
