Replace penalty shootouts
The farce of penalty shootouts in the World Cup should end. It would be far better to play extra time with two less players from each team. Also, (during extra time) the goalkeeper should not be permitted to "hold" the ball. He could still punch or palm the ball in Volley ball style.
