Reduction of nuclear stockpiles will be achieved. In parallel, multilateral efforts will progressively make nuclear weapons obsolete. Only then will it be possible to fully remove them.
Obama posits the need for all states that now possess nuclear weapons or rely on extended nuclear deterrence to take the steps necessary to obviate their perceived need for these weapons. This is an inherently multilateral and regional challenge to reduce threats, redress insecurities, and build political confidence. As Obama said, “all nations must come together to build a stronger, global regime.”
