Permit exemption for used parts

“Colombia can agree to this exception. The importation of used parts is vital for the repair, reconditioning and remanufacturing industry, since it lowers the costs of these operations and the possibilities of extension of the life of EEE whose new parts have been discontinued by the manufacturer, or It has disappeared or is not feasible to import from the country of origin. As the proposed text recognizes, circular economy is one of the main strategies to tackle the problem of depletion of raw materials.”

“Used refurbished parts for service and maintenance of equipment which may contain electrical or electronic components, handled in a closed circular economy for remanufacturing provided that the transboundary movement of defective or non-functional part and other hazardous wastes generated should be responsibility of the exporter, in case of the non-availability of environmentally sound management facility in the importing country.”

“The ICT sector strongly supports the inclusion of an exemption for used parts to service and maintain equipment. Facilitating the movement of used parts for servicing would maximize the use of the resources that went into manufacturing the equipment, limit demand for new resources and avoid the premature generation of e-waste by keeping the equipment in service.”
