This issue map attempts to visualize relationships between actors, issues, and documents as debates over the content of draft documents (the "Technical Guidelines") developed between 2010-2015. The issue map is premised on all documents submitted by actors as commentary on drafts versions of "Technical Guidelines on transboundary movement of e-waste, in particular regarding the distinction between waste and non-waste".

On 15 May 2015 The Basel Conference of the Parties (COP) announced that the Technical Guidelines had been adopted on an interim and non-legally binding basis.
