Home is the place we keep our most valued parts of our lives. Without a home we may be forced to give up our children and our spouse or partner. Many criminals lost their families and homes before they hit the homeless camps feeling like failures.

Families first - ensures the home and family are in the best conditions to avoid single parenting or respond to ensure both parents are developing themselves and communicating well for the interest of the child.   

A safe place to grow emotionally in first time parents - churches mentoring is common

A transition town - place to step up the homeless from camps to a place of their own with sanitation and water.  Perhaps the top of valley spread across in order to maintain the highest ground and visibility into the city without being forced into unsafe conditions.  Build their own community makes a great deal of sense with the use of bio-degradable building materials.  

Consider the re-use of the plastic garbage soup in one project may serve the homeless in urban communities, or enable women who are victims (human trafficking or foster kids) to be transitioned safely and in a place they build and design for themselves.  The completion of the first phase, transitions the person to a technical support role for other communities.
