Ideally, buying hardware and services from all Government Services Administration (GSA) into the hardest to reach populations, will be covered by the same contract terms. Rwanda for example; devices remain an open item with internet access via fiber optics despite the land locked country barriers.

The fiber optics are actually connecting to hardware devices via wireless or similar end points. 

Planning an offer into these populations will include the disaster recovery planning and testing.
