In order to think BIG you have to think small.
Nasa wouldn't pay to send so many people to the moon. Less is more when it comes to this sort of thing. There is a movie that came out about 2009 called "Moon" where an astronaut is sent to mine Helium 3. The story is completely science fiction, but it does a good job of saying that less is more. The company that he worked for supplied clean energy to the Earth but they didn't want a big team so they only had a one man team on the moon. 1000 is too many. 100 or even 10 is better.
