Terrorist
Various forms of terrorism exist, often the decision would be based on knowing the victim or when known and in direct conflict with a stay away order. Otherwise the terrorist designation applies when the victims had no knowledge of threat or threat was identifiable and preventable. An unnatural focus on criminals after violence rather than preventing violence would be considered a knowable threat which a group of terrorist allowed to cause violence rather than prevent the damage to

We are unlikely to apply such a strong statement against the police for not preventing crime.

The purpose and point, if we do not measure and apply the right degree of focus based on qualitative and quantitative analysis of the parts before we return the parts to the whole, we fail to address the whole with the various parts contributing in synthesis.
