Rescued person's will need access to medical care potentially-coverage and access to caregivers will be a primary factor.
Rescued person's will need access to their homes or housing equal with loss measured for contents.
Rescued person's will need access to their employer or arrange for remote work conditions
Rescued person's will need access to financial sustainability
If any of the above criteria fail-the person remains in crisis 1
If all criteria has been met the person can be assumed out of crisis 1 and in crisis 2
