Community Response to Police Misconduct or Racial Profiling
a) protect and serve the community - empathy for those less fortunate
b) understanding the reality of poverty in urban, rural or small islands lack of education - jobs not jails, lack of housing, lack of meaningful opportunties
c) creating crime by planting opportunities for known criminals recently released-in one case police watched gang members who claimed they would kill a man, officers watched the target get murdered from across the street. Officers didn't even bother to arrest the criminals they just witnessed commit a murder.

e) How the police profiling enables mental health failures and suicide in some situations? Mitigate the problem by creating jobs for active reviews of all criminal matters out of the lowest income populations.
Measure well being based on the criteria for wellness.
If the person has unmet needs - meet the needs before criminal charges are filed we have a moral obligation to ensure basic needs are met.
Of course, we can only lead the horse to water and its up to the individuals to drink.
Insert a layer of community advisory teams to review the warrants and family court case submissions.
