Global goals with national targets.
Individual country targets are set - these relate to universally-agreed global goals.
For example, a global education goal to improve learning outcomes is nationally adapted so that in the DRC it is focused on primary education, whereas in Germany it is focused on higher education. (Cox, 2013)
