The tag adding could be done by the parliament information services, or by a service controlled by a civic society organizaton. It could be done manually or by means of a simple tool.
For topics that are frequently put on the agenda, the class ISIC or COFOG tag is better extended with an extra value, for instance the agenda itemnr. This is to facilitate different, possibly simultaneous, public conversations. In those cases at least two tags are required when a new agenda item is created:
- one for each function of government or economic activity that would be impacted, e.g. #cofog0112EU
- one adding the agenda itemnr, e.g. 166
With the values from the example this would yield:
- #cofog0112EU : this is for the sector where the agenda item targets an impact, this tag will be called the trunk-tag;
- #cofog0112EU166 : this tag is used for comments on the agenda item as such; authors of comments decide for themselves whether or not they also add the trunk-tag; the tag itself is called the branch-tag .
