Tory victory after ratification would mitigate referendum risk
Delaying a Conservative election victory until after the Lisbon Treaty has been ratified would either stop the Tories holding a referendum or severely limit the extent to which a "No" vote could impact detrimentally on Britain's interests in Europe.
