All crimes are hate crimes.
Punishing people more for committing hate crimes will do nothing to affect the rate of "hate crime activity."
Because of what I said in the inherency, every crime against another individual could be considered a hate crime, therefore, raising the punishment on hate crimes is not going to lower the rate of crime/hate crime ratio, so why should we do it at all. Calling a crime against somebody of a different race a hate crime, is racist in itself, and therefore a hate crime in itself.
