No matter what we do, people are still going to commit crimes.
With the immense diversity of people in the world today, nearly every crime where somebody gets hurt is going to be against somebody of a different race, religion, etc.
When somebody hurts somebody intentionally, there is, most likely, a reason. However, when the people involved are of two different races, some, if not most, people would assume that the aggressor only hurt him because of his race. Our entire society has become racist to a point of these types of assumptions.
