The costs of this healthcare subsidy plan were underestimated and will cause a greater toll than originally expected
As stated in the article, Douglas Holtz-Eakin, former Congressional Budget Office director states that the costs of the "Obamacare" health care subsidy plan were underestimated by $1 Trillion dollars. The article goes ahead and states that most employers who offer their employees a company sponsored healthcare plan will most likely go ahead and encourage their employees to move to the government sponsored healthcare plan or will drop employer sponsored healthcare completely and rely on the subsidy program for their employee's healthcare. This effect will leave more employees and people in general to take advantage of the insurance subsidy plan and drive the costs of the program higher than originally intended.
