Some drugs are addictive and can impact family life such as alcohol or heroin. One is legal the other not. So clearly the law doesn't represent this kind of harm. Some drugs are a lot less addictive, or not addictive at all and yet they are illegal. They don't have much impact on social and family life. Examples are MDMA and mescaline. So the law as it stands neither represents the potential harm to family life nor does it prevent it.
