"Until US drugs policy and US foreign policy are decoupled, no progress can be made in revising drug laws so that they are in touch with contemporary realities. The USA has gained institutional control of the drug policy agenda and this has chronically limited the space for debate, revision and revitalization of the policy agenda. In this context the largest obstacle to change is the ideology of prohibition. This has to be recognized as an arcane and discredited principle and jettisoned in favour of more pluralistic ideas and approaches".page 211
