Authoritarian regimes will combine technology and use of brute force
Authoritarian regimes have very strong police services. They will just have to combine strong cyber militias and traditional brute force street militias. Police will be trained to use the latest technology to identify and arrest dissidents, and will be able to maintain an atmosphere of fear.
