International Standards in Quality and the Father of Quality (Dr. Deming) proposed a standard level of quality must be enabled in order to measure customer quality.

Far too often the once foundation of business management systems which our quality management system or results we derive from performance measures no longer exist in Corporate/Commercial and Government operating models. We call these types real world and what we have today actually represents a fit for purpose model.
