3. Citizens' conference, consensus conference or planning cell
The concept of these conferences is to let citizens (either representatively chosen or randomely selected) discuss societally relevant questions. The citizens are provided with time and expertise by external ressources. At the end of the process they formulate recommendations. The procedure pays attention to include a broad range of perspectives.

The procedure was first applied in the 1970s in Denmark and Switzerland in the run-up of political decisions. A participant from the business sector stressed that according to his own experiences, the recommendations of those citizens' conferences are very valuable.
