1. Watchdog
Aim of watchdogs is to provide an institutionalized bundling of non-organized or scattered interests. The most prominent example are consumers' organizations that represent the interests of consumers. Concerning urban mobility the interests of users of public transport were identified as underrepresented. A stronger focus on user's interests could make urban public transport more attrakcive.

There are already some watchdogs in the mobility sector such as non-governmental organizations (NGOs) and passenger organizations. But compared to business-actors these actors have a much weaker financial base and only limited access to decision-making-processes. If NGOs and passengers' associations are supposed to be equally influential in decision-making-processes (e.g. through commissioning studies and surveys), they need adequate funding.

Some participants noted that NGOs and watchdogs are not democratically legitimized.
