Powerful actors can shape discourse
Powerful actors have capacity to shape public discourse and with that increase or decrease the urgency of decision-making on certain topics. For example, autonomous driving became a prominent topic all of a sudden, according to one trialog participant. It was speculated that the topic was generated as a distraction from the diesel scandal rather than derived from the natural state of the debate. In contrast, more consequential topics, e.g. CO2 emission limits at EU level, are hardly mentioned.
