This strategy is therefore suitable when the pressure to act is high, the costs of not acting are high and the costs of the measures are low.

The participants of the Trialog mentioned several challenges and measures that should be decided or implemented now:

  • Improving cycling infrastructure, rededicate space for cycling.
  • Make private car ownership less attractive (City-toll, reduce free public parking space).
  • Foster models of shared and bundled transport (Slowly raise awareness that mobility without a privately owned car is possible).
  • Use windows of opportunity, such as Dieselgate when people are willing to accept reform.
