Criteria for choosing a timing strategy
There are several strategies for choosing the timing of the decision-making (e.g. Should we decide now or later?). The Trialog participants developed a list of criteria to be considered when deciding between timing strategies.
  • Degree of uncertainty  What implications will certain decisions have? How will certain technologies evolve. Will customer attitude change?
  • Degree of available information       Do we have enough information to make decisions? (e.g. Do we have exact information on traffic streams? Should we conduct additional surveys with commuters?) 
  • Degree of alternative options
  • Degree of compatability (with European and interantional standards, existing laws etc.)
  • Degree of interaction with the system (complexity)
  • Degree of internal or external pressure to act
  • Potential costs of wrong decisions
  • Potential costs of not acting
  • Costs of potential measures
  • Degree of diverging interests and societal attitudes
