- Degree of uncertainty ⇒ What implications will certain decisions have? How will certain technologies evolve. Will customer attitude change?
- Degree of available information ⇒ Do we have enough information to make decisions? (e.g. Do we have exact information on traffic streams? Should we conduct additional surveys with commuters?)
- Degree of alternative options
- Degree of compatability (with European and interantional standards, existing laws etc.)
- Degree of interaction with the system (complexity)
- Degree of internal or external pressure to act
- Potential costs of wrong decisions
- Potential costs of not acting
- Costs of potential measures
- Degree of diverging interests and societal attitudes
