No high-risk moments during elimination
Full nuclear disarmament is only desirable if the way to achieving it is not excessively dangerous. In particular, there must be measures in place to prevent or effectively de-escalate high risk moments during the phase where states go from "a few" to "zero" nuclear weapons.
