The executive director of the Center for Arms Control and Non-Proliferation, Isaacs represents the center’s sister organization, Council for a Livable World, on Capitol Hill. His expertise is in how Congress works, especially when it pertains to national security issues such as nuclear weapons and missile defense. Previously, he served as a legislative assistant on foreign affairs to former New York Democratic Rep. Stephen Solarz. A consultant on international security and education, Gard is the chair of the Center for Arms Control and Nonproliferation's Board of Directors. He also is a member of the Bulletin's Science and Security Board. Previously, he served as president of the Monterey Institute of International Studies and as director of the Johns Hopkins University Bologna Center. During a military career that spanned three decades, he was an assistant to the secretary of defense and president of the National Defense University.
