This map is evolving into a way of presenting Information.  This seems to be viewed best via the Page view, as of 2017-06-15 (denoted as a pending Version update).

• This Map's Top page has Context displays that take precedence over Details text.
  • This "Top Note" Idea should host the displaced text.
• there needs to be a Lede and a Status page for each significant topic.
• make more use of Comments now that the majority of the work is in Page View
