An obstacle to systemic change is that saying what must be changed is typically not sufficient, because the existing system may not have provisions for listening, and for self-organizing. 

Bootstrapping is a way to overcome this obstacle by self-organizing to initiate the remedial larger self-organization.

Bootstrapping is a natural approach to systemic innovation, developed and practiced by Doug Engelbart and his SRI-based team, where the innovators co-create and evolve a prototype of the new system amongst themselves.
