Factors that make for a predictable judiciary are: 
    - merit based recruitment and promotion; 
         - adequate compensation; and 
         - accountability for performance. 
 
In the Philippines, available data suggest considerable room for enhancing the judiciary’s effectiveness and reducing perceptions of corruption within its ranks. A preliminary assessment suggests that an action program for judicial reforms should address the issues of: 
    - perception and reality of judicial corruption; 
     - case overload and delays; 
     - poor working conditions; 
     - alternative dispute-resolution  mechanisms; and
     -  judicial education.
