Targeting PPOs has significant impact
The top 10 per cent of problematic drug users—those suffering harm or causing harm from their drug use—commit more than half of all drug-related crimes, accounting for 21 million offences per year, an average of some 680 offences each.
Of all the 1m people now estimated to be committing crimes, 100,000 have three or more convictions and are responsible for half of all crime. The most active 5,000 of this group are estimated to be responsible for one in ten of all offences.
