Intelligent behavior not sufficient
AI will build robots that can behave intelligently, but will never make robots that are actually persons. Persons are genuine things (not logical constructions) that bear psychological properties that can bring about states of affairs in the world.
Selmer Bringsjord, 1992.

Note: Bringsjord supports his claim with a wide range of arguments that are dispersed throughout the maps. See the 'Can computers have free will?' arguments on this map, and the 'Can automata think?' arguments on Map 7.
