The panel reported significant progress in the field of eGovernment. At the EU level in terms of the shift of political priorities, focusing now more on user empowerment and the cross border dimension of eGovernment, which is directly linked to strengthening the Digital Single Market.

Spain also reported important progress in their development of eGovernment, in particular since the introduction of an "eGovernment  Act" in 2007. The view from industry is slightly less positive: admittedly progress has been made but there remain significant challenges in terms of coverage and actual use of  eGovernment.
