Punishing schools and students
Often times, after getting test results, we spend more time punishing schools and students that don't do well  (by federally taking over the school, removing resources, etc) instead of spending that time helping those students and schools improve.  The new act, signed into effect by George W. Bush in January, called No Child Left Behind will use test results to punish schools who cannot overcome long-standing poverty, racism, and neglect.
