Pitchfork case study - arrested without the NIR
Colin Pitchfork was arrested by good police work.  Everyone else will be subjected to "intrusive interviews" (Home Office's phrase) to generate the NIR.  Also if the NIR becomes the basis for "easy" checks, then systems will have to be put in place to avoid over-confidence in DNA profiling.
