Proportionality of conduct of war?

Once the decision to resort to war has been taken, one of the criteria for the conduct of war to be justifiable under Just War theory is that the conduct of the war must be proportionate—by, for example, seeking to minimize casualties and destruction proportionate to the nature of the war.
