What characterizes the "opinion" that dictators try to shape?

Independently of Hume's last analysis of the nature of opinion, we can ask what this opinion is made of: what set of core beliefs should we assume, to explain the relative passivity of a typical oppressed society? What are the forces at work? In other words, what are the obstacles to revolution?
