Nuclear weapons have never arisen from a civil nuclear program

The use of nuclear energy for electricity generation etc. has never led to the development of nuclear weapons. There are two much easier paths to nuclear weapons via high enrichment of uranium and construction of dedicated weapons reactors, Industrial reactors do not produce suitable material.
